While I appreciate the need for clear, plain language in public communication generally, it seems like the Deaf/deaf/HoH poster repeatedly discourages long, complex or complicated text, as well as menu and layout complexity, which the physical/motor disabilities version, for instance, does not. The targeted audience has hearing issues, not cognitive problems. Also, they have not bothered to research that non-hearing people use captions, which are not subtitles. Perhaps a rethink is in order? And an apology?

This kind of ignorance needs to be addressed with education and advocacy, including about the use and need for captioning. Will you help by sharing this?
